24,000 units, domestic CPU wins the bid for large-scale central enterprise procu

The development of domestic CPUs is gaining momentum.

Recently, there has been continuous news about domestic CPUs winning bids in state-owned enterprise group purchases.

According to the official announcement from Zhaoxin, in a large-scale power backbone state-owned enterprise's 2024-2026 computer centralized procurement project, desktop and laptop computers based on the Zhaoxin processor platform have successfully won the bid.

The number of Zhaoxin computers that won the bid this time reached as many as 24,000 units, but the specific models were not disclosed by the official.

In addition, high-performance server products based on the Zhaoxin Kai Sheng KH-40000 series processor successfully won the bid for a certain province's major disaster prevention project procurement, which will be used for the construction of the province's earthquake disaster defense basic database system, city and county-level data and business application service terminal system, and other disaster defense system information system construction.

The winning server is equipped with dual-road Kai Sheng KH-40000/32 processors, a total of 64 "Yongfeng" independent micro-architecture cores, 32 eight-channel DDR4 3DS RIMM ECC memory slots (maximum capacity of 4TB), 128 PCIe bus 6 PCIe 3.0 expansion slots, optional various arrays, various PCIe expansion cards, and also equipped with an intelligent management system, supporting data protection, remote data management and protection.

In addition, it also supports self-developed SM2/SM3/SM4 acceleration instructions, trusted computing 3.0, secure boot, key management and other security technologies.The entire machine supports mainstream domestic and international server operating systems, databases, middleware, as well as expansion of network cards, RAID cards, computing power cards, etc. Moreover, software and business applications can be smoothly migrated, expanded, and the support of peripherals can be reused, greatly reducing the total cost of ownership.

Domestic CPU Market Share Increases

On July 10, we found on the China Telecom Sunshine Procurement website that the qualification pre-audit for the China Telecom server (2024-2025) central procurement project has started. This round of centralized procurement with a scale of more than 100,000 units, the rate of domestication, and participating enterprises are highly concerned.

By sorting out the announcements from China Telecom, it can be found that this time the group plans to purchase a total of 156,000 servers, of which the G series servers are 105,300 units, accounting for 67.5%.

Some people in the domestic CPU industry said that the G series refers to servers that are designated to use domestic CPUs. This means that the proportion of domestic CPUs in the operator's centralized procurement has reached a new high.

Four years ago, China Telecom only listed the procurement of domestic CPU servers for the first time, and at that time, the proportion of domestic CPU servers was only 19.9%, while Intel's CPU accounted for as high as 79.4%. Since then, China Telecom has been increasing the proportion of domestic chips in its centralized procurement year by year. In the company's 200,000 servers centralized procurement from 2021 to 2022, the proportion of the G series reached 26.7%; and in the centralized procurement of more than 4,000 AI servers last year, the proportion of the G series reached 47.3%.

In April 2020, in the centralized procurement of 138,000 PC servers by China Mobile, the proportion of domestic CPUs reached 21%, and Intel accounted for 77%. In the group's centralized procurement of PC servers from 2021 to 2022, nearly 130,000 units of domestic CPU servers were purchased, accounting for 43.5%. Just at the beginning of this year, China Mobile launched a bidding for more than 260,000 PC servers, and the current bid amount has approached 20 billion, and the industry speculates that domestic servers will be the majority.

At the same time, China Unicom's attention to domestic chips is also continuously increasing. As early as 2020, the group specifically requested supplementary testing for domestic CPU models such as Kunpeng 920, Hai Guang series 7165, 7185, etc., in large-scale centralized procurement, and at that time, securities firms said that the trend of domestication in Unicom's bidding is expected to continue.

Behind the continuous increase in the proportion of domestication is the diversified development of domestic CPUs. In the latest round of centralized procurement by China Telecom, there are not only foreign manufacturers' X86 architectures but also domestic ARM, C86, LoongArch, Yongfeng, SW, and other CPU architectures.Domestic ARM servers are the "main force" in this round of centralized procurement by China Telecom. Even without considering the number of hybrid servers in package 8, the demand reaches nearly 70,000 units, accounting for 44.6%. Huawei Kunpeng and Feiteng are expected to become the main winning bidders.

Establishment of the National CPU Autonomous Instruction Official Organization

In June this year, the Autonomous Instruction System Technology and Application Committee (Preparation) of the Chinese Association of Automation was officially launched.

The committee's goal is to vigorously develop the technical system and industrial ecosystem of the autonomous CPU instruction system. Through in-depth integration of industry, academia, and research, it aims to build a new information technology system independent of the x86 and ARM systems, with the concept of "joint consultation, joint construction, and sharing."

Hu Weiwu, Chairman of Loongson Technology, serves as the leader of the preparatory group, with 11 experts from related fields serving as deputy leaders of the preparatory group. Tian Xia, the editor-in-chief of the "Cybersecurity Innovation Research Report," serves as the executive leader of the preparatory group, and 134 expert representatives from various industries jointly form the preparatory group of the committee.

At the first working meeting of the committee, Hu Weiwu delivered a report titled "Solving the 'Throat-Cutting' Problem and Building a New Development Pattern."

He pointed out that the instruction system is the common foundation of the CPU and operating system, and is the "root technology" of the information industry. The core of China's information industry development is to build a safe and controllable information technology system based on the autonomous instruction system.

Loongson has long adhered to the independent research and development of core IP. By optimizing design and iterating processes, it has improved the single-core general processing performance, with the goal of building a third new type of information technology system and industrial ecosystem independent of x86 and ARM.

By joining the committee, one can obtain the use authorization of the Loongson LoongArch instruction system and obtain the Loongson Technology IP authorization and SoC design services at a preferential price.
